About the Fellowship

A lot of progress has been made in enabling and strengthening child rights in Delhi so far. Bur the suspension of activities and engagement due to COVID 19, has had the potential to change and turn things upside down. It has therefore become crucial to take action to safeguard children’s rights to survival, protection, education, and development to mitigate the distress caused due to Covid-19.

To catalyze the progress of strengthening Child Rights in Delhi, Ashoka University in collaboration with DCPCR, the Government of Delhi has launched a Fellowship which will place young professionals with the local authorities working with child rights. As a young talent, the Fellows will bring in fresh thinking and inputs for research, planning and execution, community advocacy, outcome management, and evaluation.

Impact Areas

There are 6 divisions of work under Delhi Commission for Protection of Child Rights (DCPCR):

• Health and Nutrition
• POCSO
• Juvenile Justice
• Protection Against Substance Abuse Amongst Children
• Education and Children with Special Needs
• Child Labour and Trafficking

What Will The Fellows Do

• Improve and monitor implementation of schemes & programs of DCPCR.
• Introduce innovative solutions to address district-level challenges and to support DCPCR.
• Conduct stakeholder consultations and capacity building sessions on thematic focus areas.
• Draft policy briefs and position papers on thematic focus areas.
• Perform data analytics to assist the DCPCR to make evidence-based decisions.

Remuneration

• Rs. 50,000/- per month, subject to taxes, including reimbursement of Rs. 5000/- which will be given for communication (monthly bills of postpaid connection of mobile and internet dongle) and office expenses (printing, stationery, etc.).
• In addition, travel expenses for field visits undertaken in the district will be reimbursed, based on actuals.

Structure of the Program

• 5 young professionals to work on policy implementation, data analysis, and reforms for child rights, strengthen existing initiatives, and make a real-time impact by engaging with government stakeholders.
• At the beginning of their tenure, the Fellows will attend a 10-day long induction which will impart a nuanced understanding of policy, governance, and legislative processes and equip them with hard skills and soft skills, to enable them to perform well during their time in the Fellowship.
• Refresher training on subjects related to policy, legislation, and governance will also be organized throughout the year for ongoing professional development.

Skills and Qualifications Required

Required Education and Professional Experience:

• Completed post-graduation OR have at least 1 year of work experience after graduation.
• Good analytical writing skills is a must
• Proficient in both Hindi and English, with the ability to read and write in both.
• Not more than 30 years of age as of 1st March 2021.
• Hold an Indian citizenship

Additional Qualities

• Prior experience in the policy and development sector, policy analysis/research, and formulation.
• Previous experience and knowledge of data analysis skills is strongly desired.
• A track record of initiative-taking and successful leadership roles.
• Willing to travel and stay anywhere in Delhi as per the needs of the program

Preferred Competencies

• Program management skills in the management of development programs including monitoring and evaluation skills, data analysis, and supervisory experience.
• Ability to establish and maintain strong working relationships with various stakeholders.
• High-caliber interpersonal communication (documentation and presentation skills), advocacy and negotiation skills, and the ability to work collaboratively with teams.
• Ability to adapt to diverse educational and cultural contexts and maintain a high standard of personal conduct.
• Proficiency in computer skills (MS Word, Excel, and PowerPoint)
